Rupnagar Police Bust Gang Involved in Creating and Supplying Fake “Q Forms”
Rupnagar, January 19: Rupnagar Police have busted an organized gang that was preparing and supplying fake “Q Forms” through a bogus/fake website/system. These fake Q Forms were being used for the illegal transportation of sand, gravel, and other construction materials, causing significant financial loss to the Punjab Government.
Sharing details, Senior Superintendent of Police (SSP) Rupnagar, Sh. Maninder Singh, stated that four accused—Arun Kumar alias Rana, resident of Village Nainwa, PS Garhshankar, District Hoshiarpur; Harinderpal Bhalla alias Nonu (Nonu Bhalla), resident of Village Bharatgarh, District Rupnagar; Gurmeet Singh, resident of Sarsa Nangal, District Rupnagar; and Akhilesh Pratap Shahi, resident of Vivek Puram, Taramandal, Siddharth Enclave, SO Gorakhpur, Uttar Pradesh—have been arrested. An FIR No. 0014 dated 16/01/2026 has been registered at Police Station Nangal under Sections 318(4), 336(2), 336(3), 340(2), 338, 61(2) BNS and Sections 66, 66(C), 66(D) of the IT Act 2000.
He further stated that this successful operation was carried out under the guidance of DIG Rupnagar Range Sh. Nanak Singh, and supervision of SP (Headquarters) Sh. Arvind Meena and SP (Investigation) Sh. Gurdeep Singh Gosal.
Various teams were constituted under the leadership of DSP Detective Sh. Jatinder Chauhan and DSP Nangal Sh. Harkirat Singh. The operation was jointly executed with the support of the Special Branch Team led by Inspector Gurwinder Singh Dhillon, CIA Staff Incharge Inspector Mandeep Singh, and the Police Station Nangal team headed by Inspector Simranjit Singh, along with Naya Nangal Incharge Sartaj Singh.
SSP Maninder Singh stated that during investigation, it was found that the accused had formed a well-organized gang and created a fake website resembling the official Punjab Government Mines & Geology portal to mislead transporters and enforcement agencies.

During the probe, it came to light that Gurmeet Singh had been in contact with Akhilesh Pratap Shahi for around two years, and they had been preparing and testing this fake portal/website since then. This illegal racket had been active for the past 5–6 months. Through this bogus portal, the accused generated fake Q Forms for different truck numbers and supplied them to truck drivers/transporters. These fake forms were used to show illegal transportation as legal on paper, which eased vehicle movement and caused heavy losses to the Punjab Government.
He added that so far, it has been found that the accused prepared approximately 450–500 fake Q Forms.
SSP stated that 9 mobile phones and 2 laptops have been recovered from the arrested accused. Further investigation is underway to identify more beneficiaries/transporters who used these fake Q Forms. The complete list and movement details of the involved trucks are being verified. All digital evidence related to the website trail, hosting details, login and payment records, etc., are being traced. The entire network and financial transactions linked to this racket are also being thoroughly investigated.
He affirmed that Rupnagar Police is fully committed to taking strict action against those involved in preparing fake documents and engaging in illegal transportation activities.
