Haryana Labour Dept launches Central Processing Centres to enhance efficiency and transparency

The Haryana Labour Department today established the Central Processing Centre (CPC) at Sector 14 Panchkula in ESI Healthcare Directorate, Haryana

The Central processing Centre is aimed at revolutionising the way the Haryana Building and Other Construction Workers’ Welfare board handle worker registrations, benefit applications and related schemes.

With the opening of this center, the Labour Department now operates two fully functional CPCs, located in Hisar and Panchkula.

Additionally, plans are underway to launch another CPC in the Sonipat district shortly. The primary objective behind establishing such CPCs is to Improve efficiency and transparency of the registration and scheme application processes.

Haryana Labour Department has taken several proactive measures including

Continuous Monitoring During the Processing of Benefit applications : officials will engage in focused sessions during which they will be temporarily separated from their mobile devices. This measure is taken to enhance concentration and ensure a secure, unbiased environment, free from unauthorized external communications.

 

By doing so, it promotes a transparent and equitable process, ensuring that each application is processed with the utmost attention and fairness.

 

This initiative is a testament to our commitment to maintaining the highest standards of integrity and professionalism throughout the application process.

 

Unified Scrutiny of Applications: Despite the issuance of unified guidelines and rules, It is observed that the staff often raised different observations, leading to disparities in the processing of applications. With the introduction of CPCs, all operators and Assistant Welfare Officers will work together under one roof. This unified approach will ensure uniform standards of proceedings under the guidance of senior official.

 

Appointment of Dedicated Assistant Welfare Officers (AWOs): To further enhance accountability and performance, the Haryana Labour Department has appointed dedicated AWOs in each CPC. These AWOs will be responsible for closely monitoring the processing of applications and ensuring that all tasks are carried out diligently and in compliance with established regulations. This approach will improve the efficiency of officials and enable better monitoring of their progress.

Faceless processing of applications : In order to ensure complete transparency and neutrality, all information which could lead to personal identification of beneficiaries are meticulously excluded or removed. This ensures the processing of applications in faceless manner eliminating any chance of bias or preferential treatment based on personal identifiers.

Enhanced Monitoring with Web-Based CCTV Cameras: all activities within the CPC shall be recorded and can be reviewed for quality control and security purposes. This added layer of transparency will further strengthen the credibility of the CPCs.
