Chandigarh, December 19: The Nayab Singh Saini-led BJP government will face its first no-confidence motion tomorrow, the second day of the winter session of the Vidhan Sabha, setting the stage for a charged debate between the ruling party and the Opposition. Speaker Harvinder Kalyan has accepted the no-confidence motion moved by the Congress under Rule 65 of the Rules of Procedure and Conduct of Business in the Haryana Legislative Assembly. The motion, signed by a majority of Congress MLAs, has been listed for discussion on Friday.
Describing the move as a “chargesheet” against the government, the Congress has alleged failure on all fronts, flagging issues such as “vote chori”, deterioration in law and order, suicide of senior IPS officer Y Puran Kumar, ballooning state debt, alleged irregularities in recruitment examinations and the poor state of infrastructure, particularly sports facilities.
“The government has completely failed due to its anti-people policies and weak management. It has lost the trust of every section of the state’s population. Through its various systems, this government has transformed ‘Loktantra’ into a ‘Tantralok’,” the motion stated. It further alleged that “due to the government’s narrow tunnel vision, the state is rapidly and relentlessly hurtling towards a dark, hellish abyss of crime, drug abuse, unemployment, illiteracy, inequality and environmental degradation”.
Referring to the law and order situation, the motion said: “Murder, rape, kidnapping and robbery have become commonplace. The suicides of senior police officers highlight this fact. Ordinary citizens are not receiving the protection of life and property, which is the government’s primary duty.”
Citing Leader of the Opposition in the Lok Sabha Rahul Gandhi’s allegations, the motion accused the BJP of “seizing power through unconstitutional means and by stealing votes through bribery and manipulation”, claiming the government was “not based on the people’s mandate”.
The Congress also alleged that recruitments to permanent government posts had stalled and that paper leaks had become routine. “The selection process of the HPSC and HSSC remains under suspicion,” it said.
On agrarian distress and public spending, the motion alleged: “Under BJP rule, the economic condition of farmers is deteriorating, and they are being driven to suicide. Instead of providing basic services like education, healthcare, transportation and other civic amenities, taxpayers’ money is being wasted on extravagant events, ceremonies, advertisements and publicity stunts.”
Responding to the motion, Chief Minister Nayab Singh Saini said the government was ready to face the debate. “The government is fully prepared to answer every question and engage in discussion in the Assembly. The BJP government remains accountable to the people and prepared to address any issue raised by the Opposition during the session,” he said.
The BJP, which returned to power for a third consecutive term after the October 2024 Assembly elections, enjoys a majority with 48 MLAs in the 90-member House. The government also has the support of three Independent legislators. The Congress has 37 MLAs, while the INLD has two.
While this is the first no-confidence motion against the Saini government, the previous BJP government led by Manohar Lal Khattar faced two such motions during its second term, both of which were defeated.
