Bihar Assembly Elections to Be Held in Two Phases: CEC Gyanesh Kumar

Chandigarh, October 6: Chief Election Commissioner Gyanesh Kumar has announced the schedule for the upcoming Bihar Assembly elections, promising that this year’s polls will be the most “transparent, secure, and easy elections” in India’s history.

According to Kumar, Bihar will go to the polls in two phases — on November 6 and November 11 — with counting scheduled for November 14.

He noted that the objection window for additions or deletions in the voter list remains open and praised Bihar for leading the way in purifying electoral rolls. The special intensive voter list revision began on June 24, 2025, with the draft list published on August 1. Citizens were given until September 1 to file claims or objections, and the final voter list was released on September 30.

Kumar emphasized a key procedural change: postal ballots must be counted before the final two rounds of vote counting. For the first time, each of Bihar’s 243 constituencies will have a dedicated general observer, and each of the 38 districts will have a police observer.

He also announced that new voter ID cards would be issued to those whose names have recently been added to the electoral roll. The Election Commission will also take a strict stance against fake news on social media during the election period.

Bihar will have 90,712 polling stations, and approximately 7.42 crore voters are eligible to cast their vote. Of these, 3.92 crore are male, 3.5 crore are female, and 14 lakh are first-time voters. Citizens can still apply to have their names added to the voter list up to ten days before the filing of nominations begins.
