Haryana Budget 2026: Saini Govt’s Big Announcements—Special Gifts for Farmers, Women, Youth

Chief Minister Nayab Singh Saini presented the state budget in the assembly today, announcing several historic initiatives. Special emphasis given to agriculture, education, sports, and industrial development.
To raise farmer incomes and provide facilities:
New veterinary infrastructure: 7 new dispensaries, 4 govt hospitals statewide. ₹30 Cr Hisar ‘Haryana Veterinary Epidemiology Centre’.
Crop incentives: Desi cotton aid up from ₹3,000 to ₹4,000/acre. Pulses/oilseeds replacing paddy get ₹2,000/acre bonus.
Dairy & fisheries: ₹300 Cr milk plants in Rewari/Ambala. ₹100 Cr fish markets in Hisar/Faridabad.
VITA booths: 2,000 new statewide; 20% quota for SHG women.
Training: NRLM links 2,000 women to food processing skill-up, direct markets.
Sports stadiums: 21 new in 12 districts; synthetic athletic track per district.
School upgrades: ₹200 Cr for double desks in all govt schools by Nov 1, 2026. 100 teachers trained in German/Japanese.
Green hydrogen policy launch; solar panels target 2.2L homes.
Industrial relief: ‘Lease-to-Own’ land plots. Power-cut ‘fixed charge’ waiver for factories.
Worker health: “4S Integrated Safe Worker Health System” for free annual checkups. Manesar ESI hospital expands to 200 beds.
Wedding cities: Develop special hubs in Gurugram, Sonipat, Panchkula.
