Six Days After Alleged Suicide, IPS Officer Y. Puran Kumar’s Body Still in PGIMER Mortuary Amid Family’s Demand for Arrests

Six days after his alleged suicide, the body of senior Haryana IPS officer Y. Puran Kumar remains in the mortuary of Chandigarh’s Post Graduate Institute of Medical Education and Research (PGIMER). The body was moved there by the police, reportedly without the consent of Kumar’s family.

Kumar was found dead at his residence in Chandigarh on October 7, in what police have described as a case of suicide. However, the family has refused to consent to a post-mortem examination, demanding the arrest of Haryana Director General of Police (DGP) Shatrujeet Kapur and former Rohtak Superintendent of Police Narendra Bijarniya. In a note Kumar allegedly left behind, he accused both officers of harassment—a claim that led his wife, senior Haryana IAS officer Amneet P. Kumar, to file a police complaint.

The Haryana government has been trying to persuade the family to allow the post-mortem to proceed. In a recent effort, cabinet ministers Krishan Lal Panwar and Krishan Bedi—both from the Scheduled Caste community—visited Amneet Kumar’s residence on Saturday. Chief Minister Nayab Singh Saini also met the grieving family.

While official statements regarding these meetings have not been released, reports suggest that the government offered Kumar’s eldest daughter a Deputy Superintendent of Police (DSP) post and proposed placing the DGP on leave for 10 days, temporarily appointing a replacement. However, the family reportedly rejected both offers.

A source cited in The Print stated, “Offering a DSP post to the kin of a deceased IPS officer is part of the Haryana government’s ex gratia policy, and similar appointments have been made previously in the Haryana Police Service and Civil Services.”

FIR Amended Following Objections

The original FIR, filed on October 10, was later amended after Amneet Kumar raised objections to what she described as “diluted” charges and incomplete information.

In a letter to Chandigarh Senior Superintendent of Police Kanwardeep Kaur, Amneet demanded that the FIR be revised to accurately name all accused individuals and reflect stronger legal provisions. She specifically objected to the diluted application of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act.

Chandigarh Inspector General Pushpendra Kumar, who is leading the six-member SIT investigating the case, confirmed on Sunday that Section 3 of the SC/ST Act has now been invoked in the FIR.

What Is Section 3 of the SC/ST Act?

Section 3 of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989 lists various forms of atrocities committed against SC/ST individuals. It applies to those who are not members of these communities and prescribes specific punishments for acts of discrimination, violence, or humiliation targeted at SC/ST individuals due to their caste.
