Punjab and Haryana High Court Judge Justice Harkesh Manuja who is inspecting Judge of Kapurthala sessions courts today assured the members of District bar Association that he would put up their demands of inordinate delays in the grant of bails to petty criminals and stay in the cases of civil matters before the committees constituted by High court for active consideration. He told the members of bar that High court has specially constituted committees to give directions to lower judiciary in the grant of bails and stays in the civil matters to give speedy justice to the litigants .
The Judge who visited the district courts Kapurthala today met the members of the bar in the bar room and heard the grievances of lawyers . The Judge gave this assurance when a senior advocate JJS Arora and Manu Gautam drew the attention of the Judge that even the cases of small offences like 326 IPC ,the advocates have to knock the door of High court for grant of bail to their clients . Advocate Manu Gautam added that no stay is granted in the civil matters rather status quo is granted .
District Bar Association President S.S. Malhi while welcoming the High court Judge in the bar room demanded the speedy justice to the litigants and inmates languishing in jails for grant of bails in petty offences.
Justice Manuja while appreciating role of judiciary said that earlier cases were decided in 15 years and this period has reduced to 10 years and now it takes nearly 3to 5 years to decide a case.
The Judge who is also the member of the Jail reforms committee of Punjab in an informal talk with media persons said that a meeting of the committee will be held soon to discuss the various issues for the reformation of inmates in Jails. When a reporter drew his attention to rising suicides , drug trafficking and gang wars in the modern Jail at Kapurthala, the Judge said he would visit the jail soon .
The district and Sessions Judge Harpal Singh said that he recently visited the Modern jail and the judiciary is reviewing the cases of suicides by inmates.
The High court Judge also inspected the working of courts at Kapurthala and Phagwara .
