HSVP to launch pilot under development projects in Panchkula, Pinjore-Kala: Haryana CM Saini

Haryana Chief Minister Nayab Singh Saini announced that the Haryana Shehri Vikas Pradhikaran (HSVP) will develop Sector-14, 16, and 22 in the Kot Billa Urban Complex, Panchkula, and Sector-23 in Pinjore-Kalka as pilot projects in the first phase of urban development.

Speaking during the budget session of the Haryana Vidhan Sabha, CM Saini accused the previous Congress government of weakening the HSVP’s foundation and stalling urban development.

“The Congress forced farmers to sell their land at throwaway prices by creating fear of land acquisition. Instead of allowing HSVP to develop sectors, they crippled its functioning, causing huge losses to the authority,” he stated.

The Chief Minister assured that his government has revived HSVP and is now acquiring land for urban expansion in 41 sectors.

“This process will be carried out through the e-Bhoomi portal and the land pooling policy to ensure fair compensation for farmers,” he added.

Crackdown on Illegal Colonies and Development Roadmap

Saini further criticized the Congress for lacking a structured plan for urban development, which led to uncontrolled growth of illegal colonies.

“During their tenure, anyone could establish a colony anywhere. In contrast, our government has taken strict measures to control unauthorized colonies while also regularizing those that emerged during previous administrations,” he said.While Congress regularized 874 colonies in 10 years, the current government has already regularized 2,147 colonies.

Additionally, the state has identified 6,904 illegal colonies since January 2015, out of which 3,937 colonies covering 26,650 acres have been demolished. Action is also underway against 1,879 violators.

No Reduction in SC Ward Reservations, CM Clarifies

Addressing concerns raised by the opposition regarding a reduction in Scheduled Caste (SC) wards in urban local bodies, CM Saini clarified that seat reservations are determined based on the Haryana Municipal Corporation Act, 1994, and follow constitutional provisions under Articles 243T and 243P(G).

“The number of SC-reserved wards is calculated based on the latest census data and the proportion of the Scheduled Caste population in each municipal corporation. No reduction in SC reservation has taken place,” he emphasized.

The Chief Minister reaffirmed his government’s commitment to transparent urban planning, fair land acquisition, and ensuring justice in municipal governance while rectifying the failures of previous administrations.
