Haryana Cabinet which met under the Chairmanship of Chief Minister, Manohar Lal has accorded approval regarding the Haryana Micro and Small Enterprises Facilitation Council (Amendment) Rules, 2023.
The District Level Councils will save the time and cost of the industrialists of the particular district and it is very fruitful for the near future considering the growth of industries in each district and blocks.
It is also apprised that most of the common and important services are being rendered in the DC/ADC offices and the delayed payment disputes being the important issue, may be resolved at the District level where the common citizen have ease of access.
Accordingly, draft rules ‘Haryana Micro and Small Enterprises Facilitation Council (Amendment) Rules, 2023’ has been formulated to include the Composition etc. of District Facilitation Councils in the State of Haryana.
The key highlights of ‘Haryana Micro and Small Enterprises Facilitation Council (Amendment) Rules, 2023’ explicit that “Council” means the Haryana Micro and Small Enterprises Facilitation Council established by the State Government under section 20 of the Act to deal with the cases where principal amount is more than Rs. 20 lakhs.
The District Council shall consist of following members, Additional Deputy Commissioner of the concerned District will be Chairperson, an officer from the Administration of Justice Department, Haryana, not below the rank of Assistant District Attorney posted in the concerned District and an officer not below the rank of Accounts Officer posted in the Deputy Commissioner Office will be Members of the council.
A member from the local association of Micro or Small Industry or enterprises to be appointed by the State Government will be non-official member and an officer from the District Micro, Small and Medium Enterprises Centre of the concerned District not below the rank of Asst. Director will be Member Secretary.
The Council or the District Council, as the case may be, shall upload the basic information related to its working including the annual progress report on the official web portal created for the purpose.
The Council or the District Council, as the case may be, shall provide information to the Member Secretary of the National Board for Micro, Small and Medium Enterprises as defined in the Act in the manner and form as required from time to time.
