Haryana Right to Service Commission imposes penalty of Rs 50,000 on six zonal taxation officers

The Haryana Right to Service Commission imposed a penalty of Rs. 50,000 on Six Zonal Taxation Officers (ZTO), Municipal Corporation, Faridabad for inordinately delaying 152 cases of applicants seeking service under “Change of Name of Owner/Occupier in Property Tax Register”.

Giving more information RTS Secretary informed that a change of name in the property tax register is a very crucial service for the citizens.

He said that the Commission learned that more than 150 cases were observed to be pending behind the RTS timelines after reviewing Antyodaya SARAL reports.

Taking cognizance of the matter a notice was served to Commissioner, MC Faridabad seeking an explanation for the delay.

A report was subsequently received from the Commissioner, MCF, which informed that the 152 cases were allocated to 6 different ZTOs who gave their explanation regarding the delay.

He further stated that while observing the explanation submitted by ZTOs, the commission concluded that the justifications given were nothing more than a blame game and are sufficiently vague to demonstrate that a loose approach was taken in their work.

RTS, Secretary informed that even if one month’s extra period beyond the RTS timeline to dispose of the cases was condoned given the submissions of the ZTOs, even then some cases were delayed even further.

He said that during the hearing it profoundly noticed that the precious time of the applicants was not respected.

While concluding the case the commission decided to impose a token penalty of Rs. 500 per case for the delay in delivery of notified service, wherever the delay was of more than one month, on each of the Designated Officers total amounting to Rs. 50,000 and above.

RTS Secretary, Hitender Kumar said that RTS Commission is working hard with a target to eliminate the word ‘delay’ for applicants seeking Government notified services.

He said that stringent action taken from time to time by the Commission is gaining positive responses from the public and strengthening their trust in the system.
